Norman, in his second year at junior level after many years as a senior coach, was rewarded for a strong season with Kyabram's U12 side in the Goulburn Campaspe Junior Football League.
Norman, who was nominated after winning the award at the Goulburn Campaspe awards night, said he was shocked by the result.
“I really didn't see it coming,” he said.
“I didn't expect to be the winner from the GCJFL, so to win the award for the entire of the region, it's a huge honour.
“It's not the kind of thing where you are looking for recognition, the focus is always on the kids and seeing them develop as much as they can as players.”
Junior club president Justin Barnett said Norman had had a fantastic impact on the club.
“As a club, we couldn't be happier with the job he's done,” he said.
“Not only has he developed the skill levels of the kids but he has created an environment for the kids to flourish, have fun and enjoy their football.”
As well as looking to create the best footballing experience for his own players, Norman also looked out for opposition players throughout the season.
“Jason regularly called opposition coaches to check on their numbers prior to the weekend's matches to make sure we could maximise participation for both teams involved.”
Norman said he was simply proud of his players.
“What I get the most enjoyment out of is seeing them develop as the year goes on,” he said.
“Getting to see them become far better footballers in the time you are coaching them is something I am really proud of, and I am really looking forward to seeing what they will go on to become in the next few years.”
