The plan aims to set up Kyabram's goals over the coming decade by breaking down community needs and wants into short-term, medium-term, and long-term "wins".
The plan involves bringing many community groups together to form a more united voice for the town and to zero in on what is needed and wanted.
It follows successful plans in Rochester, Echuca and Stanhope.
An off-leash dog park has already been floated as a potential short-term win, while wheelchair-accessible taxis, starting new social and support groups, encouraging more businesses to open on the weekends, developing a calendar of events and establishing an art house cinema at Kyabram Plaza Theatre to attract residents and tourists are some of the other 12 short-term plans listed.
The plan also lists several ideas to implement over the next one to three years, including a regional park and improved aquatic facilities in the town, as well as running events and groups to promote sustainability.
Long-term goals include developing a rail trail between Kyabram and Echuca and further developing and improving sports facilities.
Campaspe Shire Council general manager of community Keith Oberin said the plan was important to the community.
“Place based planning is a joint approach, where council works alongside the community to identify local physical and social needs unique to a locality, to then develop a plan, capitalising on these strengths,” he said.
“The Kyabram plan has identified a number of priorities: short, medium and long term.
“We look forward to continuing our work with the community to support their aspirations, advocate as needed, and identify funding opportunities.”
The Kyabram Development Committee is one of community the groups involved in the plan.
Committee members Karyn Grealy and Carmen Nicholson said it was “really exciting” for Kyabram.
“There are so many groups in Kyabram — us, the ratepayers, the chamber etc, and this plan is to help give us a unified voice going forward,” Ms Grealy said.
“Some of it is things around town need a bit of love or some touching up, some of it is creating new and exciting things.
“We’re giving groups a boost and helping them connect with other people in town.”
She said the next step was getting more people involved, and she encouraged people to not only give feedback on the report but to also join community groups to be a part of the town’s next steps forward.
